2. Legislation Designed to Discriminate
In February, the Arizona State Legislature passed a law allowing merchants to refuse service based on their religious beliefs. This created a huge controversy because the bill would essentially legalize discrimination against gays and other minorities. It was ultimately vetoed by Governor Jan Brewer.
